If we're going with a store analogy, then I guess Delta's change fee is synonymous with some store's restocking fee. I bet if I walked into Best Buy and said, "Hey, I bought this laptop a few days ago, love it - price hasn't changed, but can you put it on a different credit card?," a manager would oblige. It's basically like you went into a store to buy something. Once you've purchased, the only way to put the charge on another card is to process a return and then have you complete a new transaction. With airlines it might be slightly different as the base fare may change in the time that passes, but the fee comes about because they have to cancel your ticket and then reissue another one, which to me is slightly BS. I think that’s how it should be. It’s basically like you went into a store to buy something.
